A "Police Character Certificate " is a statement about applicant issued by the Nigerian Police Authority. The certificate, whose validation period is dictated by the issuing authority, states applicant´s name, address, date of birth, samples of his/her fingerprints, a front and side view of photo portrait, including information about whether or not he/she have a criminal record or have ever come to the attention of the Criminal Investigation Department while applicant was in Nigeria.
This certificate can only be issued by the Nigeria Police Authority. That is why the Nigerian Embassy in Spain from time to time have to invite the Nigerian Police Force expatriate to come to Spain and conduct the Police Report scanning exercise for the Nigerian citizens here in Spain, most especially those who do not have the privilege of going to Nigeria to process the said document due to lack of the Spanish Residence Permit to travel back.
As the name implies, Emergency Travel Certificate (ETC) is to be issued to applicants for emergency purposes only, when and if the standard passport has been lost while abroad on visits and to resident Nigerians abroad, to enable them return to Nigeria. It is usually issued for a one-way journey to Nigeria only and must be surrendered to the Immigration authorities at the port of entry. Validity of ETC ranges from one (1) month to three (3) months from the date of issue.
